Town centre regeneration plans submitted

The regeneration of Bracknell took another step forward this week after plans were submitted which, if approved, mean more detailed designs can be produced later this year.
Bracknell Regeneration Partnership has submitted the section 73 application to Bracknell Forest Council, which if they are approved, will mean it can submit further plans in the autumn.
Those plans are already being worked on by the town centre landlord’s consultancy team.

So if these plans are approved that means more plans can be submitted for approval. Does Helen Barnett just keep submitting paperwork? Dragging the process out as long as possible to keep herself employed?
By the way, can anyone point me in the right direction to find out who funds BRP? And who is funding the regeneration? Why aren't BFC at the sharp end with this?
